The Federal Ministry of Economic Affairs and Labour is the highest electricity authority and highest gas authority and it is in particular responsible for:

   · Monitoring of the activities of the regulatory authority
   · Administration of the Federal Government's equity interest in Energy Control Ltd.
   · Jurisdiction with regard to the activities of Energy Control Ltd., which has to be performed partly by issuing regulations and partly by setting principles
   · Issuing and application of regulations as necessary for concluding international contracts such as principles concerning the administration of cross-border trade
   · Decision of matters as included in Art.12 para. 3 of the Federal Constitution as well as
   · Decision of matters of the right of way if the facility is located in two or more federal provinces
